05 Ford Five Hundred key program issue

Car starts with key in ignition. Rx and tx wires connected. Hold program button and insert data link the release on red light. Connected other harness and turn key in. Red light and yellow light are on but red does not go out as expected. Cannot preceed. Any ideas?
